DRAFT Handbook on Public Participation in International Waters Management

This Handbook on Public Participation in International Waters Management is the result of a collaborative project between the Environmental Law Institute (ELI) and the Global Environment Facility’s International Waters Learning Exchange and Resource Network (GEF/IW:LEARN). It is aimed simultaneously at GEF international waters project staff, governments, and non-governmental organizations (NGOs) involved in international watershed decision-making within the context of GEF international waters projects.

Organize handbook around strategic plan

The handbook has a lot of good material, which could be even better organized by placing it in the context of strategic planning at the outset. For instance, the handbook could begin with how to establish and adaptively implement a public participation strategy, with links forward to later chapters to help fill in more details and address challenges likely to be encountered along the way. For example, initial chapter could provide basic approach for identifying stakeholders, with link to gender chapter to clarify rationale and means for ensuring broad inclusion across genders...
