    I was planning to put the following on your web-site, however I think it is 
    appropriate to go on dircet emails and in the aquifer list
    
    Good morning,
    
    
    
    Watching with interest the exchange of emails and the blogs that have been
    set up through the IW LEARN USGS cooperation I would like to bring attention
    to  a number of key issues on the role of groundwater resources and the
    contribution of aquifer systems to global environmental gains.
    
    
    
    We discussed this in UNESCO, and we thought that there should be a consensus
    on the direction and the line, including the  concept and the scope of the
    learning , that,
    
    
    
    it is about the  time to leave the traditional idea of the 'water' in
    groundwater and its governance - with the view of the raw material of
    'water' from the aquifers, and could succeed in focusing  on integration -
    an important issue is the direct linkage between aquifer systems and
    sustainable land use - and the related benefits that would be one
    significant advantage that the PALs with UNESCO-IHP can bring to the debate
    in the GEF.
    
    
    
    The GEF is looking for synergies across its focal areas - and has,  for this
    reason set up a new structure for management - IW, SLM and BD are now within
    the Natural Resources. Cape Town is the opportunity to bring this out - and
    UNESCO will do its best to show and bring to tables that we can and must
    link water and land use.
    
    
    
    On integration the Reports that were done for STAP on GW (2004), MAR (2005)
    and SIDS (2006)  are not being mentioned in the discussions nor is the
    contribution of aquifer projects under preparation such as DiKTAS and MoRSCA
    and many others etc . The first two STAP reports need to be and will be
    highlighted as the backdrop to UNESCO's contribution.
    
    
    
    To try to explain this clearly UNESCO has have produced a 'synergies' report
    and this has been circulated  and will be provided,  drawing upon UNESCO's
    complementarities (water, IOC, land, biodiversity etc)  in Cape Town - and
    will then be revised as the result of the process towards and in Cape Town -
    with the key assistance from IGRAC.
    
    The focus on the issue of synergies across focal areas, stresses the
    importance of the IW focal area within the GEF system - as the basis of
    UNESCO's input to Cape Town, and backed up the various UNESCO supported
    policy documents - the three STAP Reports, plus the Synergies one etc.
    
    This discussion is more complex, and our hope is that it advances beyond the
    far too simple water supply management aspects that are  getting out of date
    and are too traditional and old  to make a realistic benefit and to come out
    again through the GEF, not consistent with  and  against the latest
    structural development in GEF without responding to the priorities of
    integration for synergies between focal areas.   .
    
    
    
    Integration for synergies cut across the four themes of the Cape Conference:
    Governance, Scientific/technical innovations/ Achieving Results, Measuring
    impacts, and Sustainable financing, it would be great if IW-LEARN could help
    to have advertised as a cross-cutting theme  in the Agenda.
