Self-introduction by GEF IW:LEARN's independent Mid-Term Evaluator.

My name is Alec Dawson Shepherd and I have been selected to undertake the Mid-Term Evaluation for IW:LEARN.  The Terms of Reference for my assignment can be seen at www.iwlearn.net/mte from Monday 30th October.

Mid-Term evaluations are considered to be an important part of the project cycle. This evaluation should provide recommendations that may be implemented to empower Project stakeholders to better deliver the Project.  If so this evaluation should ultimately benefit you.  In order to develop these recommendations I need your help.

I will be undertaking a limited number of structured interviews.  Those of you who are invited to interview will be invited according to the specifications in the Terms of Reference.  Selected interviewees will be asked a number of questions related to the Project outcomes.  Interviewees will also be asked to identify any key objectively verifiable deliverables related to each outcome.  I should, therefore, be most grateful if invited interviewees could prepare themselves regarding their understanding of the IW:LEARN Project outcomes (see below) and search out reference to any relevant deliverables. 

I will be visiting Nairobi at the time of the IW:LEARN Africa IWRM workshop at the end of October and Washington at the time of the IW:LEARN Steering Committee Meeting at the end of November[1]. If you wish to get in touch please provide your full name and the details of the project you are involved in as well as the details of any issues you wish to raise.  I will try to consider any relevant issues that are raised bearing in mind that the time available for the evaluation is limited.

The overall goal of IW:LEARN is:

 

To strengthen Transboundary Waters Management (TWM) by facilitating structured learning and information sharing among GEF International Waters stakeholders.
