International Water Rights Advisor (IRD)

IRD seeks a senior international water rights advisor to provide the expert advice on international water rights. Working closely with senior officials, the advisor will analyze and summarize laws, policies and agreements in the region, and prioritize issues and policy options. He/she will also train/mentor key government staff, and advise on the drafting and negotiation of international water rights agreements. This is a one-year assignment (Application Deadline: 20 July 2009).

Duties and Responsibilities

Review readily available international water rights agreements, international and national laws, and policies relevant to international water rights between a specified country and its neighbors and prepare a summary of key documents for the foreign affairs ministry.
Consult with key officials and stakeholders concerned with international water rights related to the country, to identify priority issues and prepare a summary of urgent concerns for the foreign affairs ministry.
In close consultation with key foreign affairs staff, analyze international water rights issues and policy options for the government.
In close consultation with key foreign affairs staff, advise the government on the drafting and negotiation of key international water rights agreements between the country and its neighbors.
Mentor and train key government staff on international water rights issues and negotiation skills.
Other related tasks as assigned.

Qualifications

Required Skills

Advanced degree in international relations, water resource management or a field related to international water rights.
Excellent interpersonal skills.
Demonstrated and outstanding analytical and negotiation skills related to international water rights issues.
