The Benguela Current Commission Interim Agreement was signed by Angola in Luanda on 31 January 2007, paving the way for the first Ministerial Conference which will take place in Windhoek on 20 July. The Conference will be attended by Salomão Juheto Xirimbimbi, Minister of Fisheries (Angola), Abraham Iyambo, Minister of Fisheries and Marine Resources (Namibia) and Martinus van Schalkwyk, Minister of Environmental Affairs and Tourism (South Africa), along with their national delegations. The first meeting of the Management Board will take place the following day.

The Benguela Current Large Marine Ecosystem (BCLME) Programme is now entering its final phase, with a little over a year left before completion. Over the past four years, we have invested over US$10 million (about R65 million) in support of 75 projects. The projects are paving the way for the three countries of the Benguela to manage the region’s valuable marine and coastal resources at the ecosystem level, and to better balance human needs with conservation issues.

Three years after the implementation phase of the BCLME Programme began, it is time for reflection. In May, the BCLME community met in Cape Town for a two-day “Highlights Symposium”. The purpose of the meeting was to turn the spotlight onto some of the key achievements and results of the Programme to date, and to lay the foundation for future actions.

With a total of 11 projects completed and another 49 projects in various stages of implementation, the BCLME Programme is generating a wealth of information about the Benguela Current Large Marine Ecosystem and how the transboundary management problems associated with fishing, mining, oil exploration, coastal development, biodiversity and pollution may best be managed across the entire Benguela region.

After several months of intensive planning and preparation, the real work of the BCLME Programme has begun! In July and August the United Nations Office for Project Services (UNOPS) finalised contracts for nine projects in the field of environmental variability; and late in June, seven priority projects which have been designed to address some of the key issues influencing the Benguela region’s commercial and artisanal fisheries were advertised.
