Project Description:
The project involves the sustainable management of coastal and marine resources for improved food security, water quality and environmental security and contributes to the eradication of poverty and hunger in the region. There is urgent need to initiate proactive measures to prevent further degradation of the coastal and marine environment and arrest the overexploitation of the living resources. These issues have transboundary implications and can only be successfully addressed by combining LME-wide actions with national level initiatives. One component will conduct systematic survey of pelagic fish species that share the HCLME, and pollution sampling will be done for bioindicators. Use will be made of satellite and oceanographic data, and fish sampling for population demographics, and ecological (age/growth/fecundity/reproductive success/distribution/abundance). The obtained data could also be used for monitoring of marine biological biodiversity. The established database would be used as a basic tool to introduce the sustainable management of fisheries of the HCLME to ensure its availability and productive capacity. Another component will establish an inventory of pollution hotspots of point sources. The pollution sources of diffuse and general pollution would also be identified. Based on these inventories, a priority list of pollution hotspots will be identified and the pollutants would be quantified and evaluated in terms of their impact on the marine and coastal resources of the HCLME. Finally demonstration projects will be developed and formulated to target the priority pollution sources to control and mitigate pollution. Management of the HCLME: As this proposed project would be the first to address the scientific basis for a joint Chilean and Peruvian assessment and management of the environment and resources of the HCLME, the required capacities will be built for such a joint endeavour. The project will seek to develop effective governance measures for the HCLME based not only upon the sound scientific outcomes but also upon consensus developed between stakeholders at all societal levels through participatory mechanisms. This component of the HCLME project will also seek to build capacity and strengthen those institutions instrumental in delivering governance measures.
