Consultant - Assessment of the Pollution Combatting Stockpile in Djibouti

Pursuant to PERSGA's council decision in its 11th meeting in Mukala, Republic of Yemen, which took place on 28/2/2008 the main objectives of the mission are to assist the Republic of Djibouti in: (i) updating information on its Pollution Combating Stockpile obtained through earlier studies carried out also by assistance of PERSGA in 2001 and 2005; (ii) evaluating the current situation regarding the capability of the Stockpile to support pollution combating operations in the Gulf of Aden; and (iii) identifying necessary upgrades that the Stockpile needs to become optimally operational.

Project Description:

The primary focus of the report produced will be to generate concepts and advise on how the Stockpile might be become a sustainable operation in the longer term and what sources of funding might be available to it. It will contain recommendations on which Ministry, Institution or organization in Djibouti it should be administered by and what links can or should be established between the services available through the Stockpile and the three PERSGA countries in the Gulf of Aden.  The Consultant will keep in mind that the Stockpile will need to be a self-sustaining facility that provides pollution-combating services for Djibouti and/or the states bordering the Gulf of Aden.

Qualifications:

(1) have a Master degree or a PhD;

(2) Basic training can span a wide range including Civil Engineering, Mechanical Engineering, Chemical Engineering, Environmental Sciences, Navigation, Ship Engineering, Environmental Chemistry, Environmental Biology, Environmental Physics or Environmental Geology;

(3) Good track record and extensive experience in the field of oil spill response; contingency planning and experience in response centers and port facilities;

(4) Good reporting and interpretation capabilities; and

(5) Fluent in both English and French.
