Consultant,Guru Small Hydropower Project

This request for expression of interest (EOI) follows the approval by the Board of Directors’ of Chinga Tea Factory Company, Gathuthi Tea Factory Company, Gitugi Tea Factory Company and Iriaini Tea Factory Company to fully implement the Gura Small Hydropower Project. Gura Small Hydropower Project located on Gura River that traverses through Aberdere forest, in Nyeri District Kenya. The project will be implemented under the KTDA management and mode of implementation for the power project will be Engineering, Procurement and Construction (EPC). The successful consultant will be a firm or individuals who would carry out the services specified below. The consultant would act as Team Leader and Project Site Manager (Application Deadline: 25 June 2009).

Background

Kenya Tea Development Agency Ltd is Kenya’s Premier tea organization, providing management services to the tea sector for the effective production, processing and marketing of high quality tea.

This request for expression of interest (EOI) follows the approval by the Board of Directors’ of Chinga Tea Factory Company, Gathuthi Tea Factory Company, Gitugi Tea Factory Company and Iriaini Tea Factory Company to fully implement the Gura Small
Hydropower Project.

Gura Small Hydropower Project located on Gura River that traverses through Aberdere forest, in Nyeri District Kenya. Full Feasibility study was carried out and completed in March 2008. The project will be implemented under the KTDA management and mode of implementation for the power project will be Engineering, Procurement and Construction (EPC).

The Gura Small Hydropower Project has been studied by IED consultants up to feasibility level and salient features are as under:

Details may be obtained from the Feasibility Study report on demand free of charge but the freight/courier charges to be borne by the applicant.

Eligible Interested Consultants must provide information indicating that they are
qualified to participate in providing the services by submitting among others, brochures, description of similar assignments, description of experience in similar conditions, availability of appropriate skills amongst staff and any other relevant information.

Scope of services

The successful consultant will be a firm or individuals who would carry out the services specified below. The consultant would act as Team Leader and Project Site Manager.

  • The candidate will initially develop tender documents for bidding and selecting a project delivery contractor on an engineer, procure, construct (EPC) basis.
  • Assist in the selection of the EPC contractor and negotiating of a PPA.
  • Under the terms of the contract, the candidate will provide technical assistance to the owner on the design review, construction drawing review, and assistance during start-up and commissioning during the engineering and construction phases.
  • Responsible for approving the site instructions for the EPC contractor on behalf of the client
  • Coordinate the acceptance testing and review the projects O & M manual.
  • He shall lead efforts of a newly formed holding company to prepare and establish manning plans and recruitment of human resources for the Gura SHP operations.
  • Assist in any other duties that will be relevant to the implementation of the said project.

A successful consultant will be selected in accordance with the Guidelines Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and revised on October 1, 2006 as well as procedures in the Kenya Procurement Act. Expression of interest (One (1) Original and Five (5) copies) with the accompanying materials should be submitted to the address below before or at 14.30 hours local time on or before 25TH June 2009 at 10.00a.m Kenyan time. No proposals are required to be submitted at this stage. On the basis of obtained information from eligible consultants, KTDA will prepare a shortlist of Consultants and select the firms with the most appropriate qualifications and references. The selected firms will be asked to submit a combined technical and financial proposal.
