International Expert Consultant - Regional Environmental (Hot Spots) Programme and Local Environmental Programme
Job description:
The position is related to two conferences and associated activities to be held within Montenegro in 2007. The first involves the UNDP Montenegro Regional Environment Programme’s preparation for a ministerial climate change conference. The second involves the UNDP Country Office Montenegro’s preparation for the Donors Conference for the National Energy Development Strategy (NEDS).
The Consultant will provide support to the Regional Programme Management Unit and the UNDP Country office in the following:
(1) Regional Ministerial Climate Change Conference
- Finalizing the concept and developing a detailed agenda/programme for the conference with subthemes which are in line with priorities in the Region and in accordance with EU priorities related to climate change and the Lisbon Strategy
- Identifying keynote and other speakers/presenters and developing ToRs for them
- Developing briefings for the relevant/partner Ministers in the Region
- Developing guidelines for the conference papers and presentation
- Developing draft talking points for the Minister of Tourism and Environment Protection of
Montenegro - Developing scenario and draft talking points for opening of the conference
- Preparing draft press release and refining it in consultation with involved parties
- Being member of the panel that will review submitted papers and presentations
- Preparing draft conclusions of the Conference, discussing and finalizing them with key note speakers, chairs of different sessions, etc.
(2) Donor Conferences National Energy Development Strategy
- Developing the scenario and preparing the presentation of the UNDP ongoing/pipelined projects in the area of climate change
- Identifying concept project ideas in line with the national priorities and in accordance with EU regulations relating to climate change
- Developing an agenda for a panel discussion on climate change
Requirements and Qualifications:
The consultant selected would need to have the following qualifications:
- Minimum 5 years working expertise and experience in climate change/global warming issues,
- Excellent understanding of EU and UN platforms, opinions, declarations, reports and regional (Western Balkans) efforts related to dealing with the issue of climate change,
- Excellent networking abilities and established connections with other experts in this area from the Region, EU countries and wider,
- Excellent communication skills and presentation skills ability to work with and coordinate the work of high level political representatives and high profile experts,
- Proficient knowledge of written and spoken English
