Marine Fisheries and Biodiversity Expert - Coast

The UNDP-GEF project COAST focuses the problem of biodiversity and landscape protection and conservation in Dalmatia within a multi-disciplinary and multi-sectoral context. The project will help Croatia seize the opportunity to improve the conservation of globally significant biodiversity in the Dalmatian coastal region before tourism and related economic development cause irreversible damage to the ecosystems. Therefore, the overall objective of the COAST project is to ensure that the development path of the Croatian coast is environmentally friendly, with the conservation of biological diversity firmly mainstreamed into that development path. The Project will work at several levels: i) national– by promoting reform of the enabling environment; ii) regional (sub-national) - by integrating biodiversity concerns in development planning; iii) local – by developing and implementing, at 4 demonstration sites, best practices for Integrated Coastal Management (ICM) aimed at bio- and landscape diversity conservation and protection; and iv) sectoral – by working directly with the private sector and by making key industrial sectors biodiversity friendly. Objectives of the assignment:

The main objective of this assignment is to provide an expert support to identification, formulation and implementation of all the project activities dealing with the greening of the fisheries sector in Dalmatia.

Duties and Responsibilities:



The Consultant will work under the overall supervision of the Project Manager (PM) and in collaboration with the all members of the wider Project team, as well as with the representatives of the project partners – primarily Ministry of agriculture, fisheries and rural development.
The duties will include but are not limited to the following:
-          Communicate with the key actors and stakeholders in fisheries and marine biodiversity conservation sector and come up with ideas for activities addressing priority problems in interrelation of these two sectors, by means of:
o        Improvement of existing fisheries policies and legislation;
o        Preparation of guidelines / Presentations and workshops / Preparation and participation in awareness raising campaign for fishermen (and other relevant actors and stakeholders)
o        improvement of the current compliance with and enforcement of the nature friendly fisheries practices;
-          Formulate terms of reference for the identified priority activities;
-          Partially implement and / or support and supervise implementation of the activities;
-          Act as the project spoke person for the project objectives, agenda and activities dealing with the sectors of fisheries.
-          Provide assistance or services, within respective field of responsibility and competence, on ad-hoc basis if needed and requested by the PM;
-          Participate in project meetings, relevant to the objectives of this assignment.

Competencies:


Required Skills and Experience:


The consultant should have:
-          Phd in the field of marine fisheries;
-          At least 10 years work experience in both research dealing with fisheries and integration of the research findings into the related public policies;
-          Experience in leading and managing of the large projects dealing with analysis of the state of the marine ecosystems and fisheries practice and formulation of the recommendations for the fisheries policies;
-          good knowledge of both Croatian and international, in particular Euro-Mediterranean fisheries policy and legislation context;
-          Established working relationships with all the key actors and stakeholders’ representatives in the Croatian fisheries sector;
-          Good communication and stakeholders management skills;
-          Fluency in English, both written and spoken, is required.; and
-          Excellent writing, presentation and reporting skills
