Project Manager, C Envelope Project of the 9th EU European Development Fund (SOPAC)

The European Union (EU) in collaboration with the Pacific Islands Applied Geoscience Commission (SOPAC) has provided funds to support the Pacific territories of French Polynesia, New Caledonia, Pitcairn Island and Wallis and Futuna in measures to reduce their vulnerability to both natural and anthropogenic disasters. For this project, SOPAC has established a Project Management Unit under its Community Risk Programme to be responsible for implementation. The overall objective of the project is to contribute to reducing the vulnerability of Pacific Overseas Countries and Territories’ (OCT) communities of French Polynesia, New Caledonia, Pitcairn Islands, and Wallis and Futuna to losses and impacts from natural and anthropogenic disasters and from the impacts from climate change and weather extremes as the best approach to adapt to future climate change (12 June 2009).

This is a new position within the SOPAC Community Risk Programme and the Project Manager will report to the Manager of the Community Risk Programme. The Project Manager is responsible for providing technical and administrative oversight and supervision of all project inputs for the relevant Territories in accordance with the requirements stipulated by SOPAC and the EU for the project entitled: “Supporting Disaster Risk Reduction in Pacific OCTs”.

Qualifications

  • Post graduate qualifications and experience in a related project discipline (environmental science, geology & geophysics, disaster risk reduction, coastal processes, physical oceanography).
  • At least ten years experience in project management preferably of technical projects of a multi-country, multi-disciplinary nature
  • Understanding of and experience in the implementation of European Union EDF funded programmes, particularly in contract management, and EDF procurement rules and procedures.
  • Good understanding of the cultures and the working environments of the Pacific and/or SOPAC member countries and the ability to be proactive in developing new ideas to serve and to address the needs of member countries.
  • Good understanding of issues related to disaster risk management, natural hazards, water security in the Pacific.
  • Fluency in written and spoken French as well as English is essential to communicate with OCT administrations, scientists and technical professionals as well with other regional and international organisations. Knowledge of demonstrated work in multicultural environments is an asset.
  • Very strong PC based computer skills, all Microsoft platforms, MS Office, and MS Project.
  • Demonstrated ability to take initiative and work under limited or no supervision.
