Session II. Introduction to the GEF Plenary (90 minutes) Location: Regina I/II/III This session offers participants an overview of the GEF as an institution, its four focal areas and the responsibilities of different partners. In addition, the Operational Strategy and three Operational Programs in international waters are described so that participants might have a better understanding of how their project fits with others that might seem so different. A senior international waters official from each GEF Implementing Agency will provide an analysis of that agency's comparative advantages, portfolio of existing projects, and areas of near-term emphasis as represented by its pipeline of projects in preparation. Session III. Experience With GEF Strategic (SAP) Projects Plenary (90 minutes) Location: Regina I/II/III This plenary session on "strategic projects" provides the opportunity for an exchange of experiences among five multi-country initiatives that have completed their strategic action programmes as part of their initial GEF support. Many GEF international waters projects begin by undertaking strategic work in which countries share information on their transboundary basin or marine ecosystem; agree on the top few priority transboundary issues to be addressed; produce a diagnosis of linkages among transboundary threats and root causes of those threats in each country; and formulate a strategic action programme of policy and institutional reforms, capacity building, and investments to address the few transboundary priorities. Session IV. Lessons of Experience - Longstanding Multicountry Institutions Plenary Session (90 minutes) Location: Regina I/II/III This plenary session provides an opportunity for participants to learn from the experiences of leaders associated with six longstanding institutions created to address either transboundary freshwater basins or marine ecosystems. Several of these institutions operate on the basis of international treaties that have been in existence for many decades. Participants are encouraged to ask questions during the discussion period and interact with representatives throughout the meeting. Three of these freshwater basin institutions and one addressing marine systems have been recent recipients of GEF financing that will accelerate their agreed approaches to resolve longstanding priority transboundary issues. GEF-Related Activities in International Waters - Two Concurrent Information Session (120 minutes) Participants may choose to attend one of the following two concurrent sessions Concurrent Information Session I - General Session GEF has developed a number of programmes, tools and approaches to support and coordinate the rapidly growing portfolio of GEF international waters interventions. Session IX: Multicountry, National, Local, NGO, Private Sector Participation in IW Programmes Plenary (90 minutes) Location: Regina II/III Nearly all International Waters Programmes deal with transboundary environmental and resource management concerns, embrace ecosystem wide and multi-disciplinary approaches and involve more than one country. GEF's role focuses on the promotion and consolidation of consultation, co-ordination and monitoring mechanisms and the development of institutional capacity not only at the inter-governmental level but more so between a wide range of governmental and non-governmental institutions. This session will examine the lessons learned, the desirability and benefits of broad multi-stakeholder involvement in International Waters Programmes and make recommendations on the adoption of the most effective and efficient approaches that can lead to palpable progress in the equitable management of transboundary issues. Conference participants may choose to attend one of the following two concurrent sessions- freshwater basin issues or coastal, marine and LME issues. Session I. Freshwater Basin Issues This thematic session will focus on issues relating to transboundary freshwater management. The session will span presentations on groundwater (scientific and management issues including conjunctive use), environmental aspects of freshwater management, the case of lake basins, as well as an update on the World Bank's Water Strategy. The session will also balance presentations of specific cases (Lake Victoria in East Africa and the Guarani Aquifer in South America) with conceptual and strategic aspects of water management.
