Multicountry Project Arrangements (2000)
This study concluded that successful multicountry approaches to address trans-boundary environmental problems begin by achieving a shared vision and commitment among countries, utilizing the ecosystem approach to develop a Strategic Action Program, having broad base participation of stakeholders, and involving multiple levels of institutions. The study also indicates that the establishment of a common incentive and enforcement structure for the entire multicountry project is at times difficult and implies higher transaction.
