Terminal Evaluation Report for the Project for the Implementation of the Sustainable Development Strategy for the Seas of East Asia

The purpose of this Terminal Evaluation (TE) has been to examine the progress and performance of the Project for part of the so-called transformation period and all of the transformation phase that began in 2010. The Evaluators recognize that this phase will end in June 2013, but that this TE will be completed at the end of October 2012. Consequently the evaluators have attempted, to the extent possible, to project what accomplishments will have been at the time the Project actually comes to closure. The evaluation also identifies and addresses causes and issues that may constrain the achievement of set targets.
