This terminal evaluation is a desk review and assessment of technical and monitoring reports and other studies completed under the project, and narrates a visit to one of the PPP project sites – Puerto Galera, Mindoro Oriental, Philippines, where interviews with the project implementers from both the public and private sectors were undertaken.
