In response to inadequate national and regional capacity to respond to oil spill emergencies in the western Indian Ocean region this Project aims to: • Establish appropriate legal and institutional frameworks to ensure compliance with marine conventions • Develop national and regional contingency planning processes • Build appropriate national and regional oil response capacity • Establish sustainable financial and institutional agreements through regional cooperation arrangements
