Contract for Individual Consultant - Request for written proposal
UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements.
From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organisation best value for money.
Your proposal should be submitted by e-mail no later than close of business (17:00 Paris time) on 27/04/2026.
Candidates shall submit:
- A technical proposal, and
- A financial proposal, each provided in PDF or Word format.

Terms of Reference
Scope of work, purpose & responsibilities of the proposed work
The consultant will act as IW:LEARN Knowledge Management and Project Support Specialist to support knowledge management and the implementation of project activities. The consultant will support the IW:LEARN Project Coordination Unit (PCU) in delivering the project functions and activities, as described as described in the Tasks below.
A. Knowledge management
The Consultant will support the development of IW:LEARN knowledge management products, providing both technical and coordination contributions to knowledge management products. Furthermore, the Consultant will support the management of content of the, provide feedback and recommendations for improvements on the new IW:LEARN website.
Support the development of knowledge management products
Conduct data and information searches among GEF IW project entries (project documents, reports, results notes, etc.) to document specific thematic or cross-thematic aspects relevant to knowledge products.
- Curation of case studies and lessons learned
- Contribute to the drafting of technical guidance notes, reports, and other knowledge
products - Contribute to knowledge products related to sustainable financing mechanisms and
investment approaches (e.g. MDBs, IFIs, blended finance). - Support the synthesis of lessons learned from trainings, workshops, and project activities
ii. IW:LEARN Website Content Management
- Update and maintain iwlearn.net, including managing the project database (project information, contacts, organisations, project outputs, new projects), website archive, news, and thematic hubs.
- Support the planning, tracking, and coordination of website upgrade tasks in collaboration with the PCU and IT/Web Developer team.
- Populate and curate content for new and existing Thematic Hubs.
- Test features and new website design, providing clear, actionable feedback on functionality, user experience, accessibility, and front- and back-end performance.
- Propose enhancements to website features and structure to improve usability, discoverability, and engagement
- Maintain regular, structured communication with the IT/Web Developer team and the PCU.
- Provide regular progress updates to the PCU and contribute to project reporting on website-
related tasks.
iii. Support in the development and dissemination of communications products
• Curate inputs and issue the monthly IW:LEARN portfolio bulletin.
B. Project implementation support
The Consultant will support project activities as in the annual workplan, with emphasis on the support to the upcoming 11th GEF International Waters Conference (IWC11, October 2026, Indonesia), and other project activities as follows:
i. Support the preparation and promotion of IWC11
- Support the preparation of communication materials for IWC11, including videos, print and
digital materials, exhibition materials, etc. - Support the organisation of the Film Festival and Exhibition: monitor submissions,
communicate with contestants and exhibitors, liaise with service providers, format and
content. - Support the organisation of the pre-conference workshop in Sustainable Financing and
knowledge management-focused sessions - Contribute to the preparation of technical content and background materials for sustainable
financing and knowledge management sessions. - Support the organisation of the conference as needed.
- Support the PCU and other Consultants during the pre-conference events and conference.
ii. Support the Implementation of project activities
- Support the organisation of workshops, pre-conference sessions, and technical meetings.
- Draft workshop reports.
- Support communication and follow-up with project partners, consultants, and stakeholders.
- Contribute to the preparation of progress reports and internal documentation.
- Support any other project activities, as needed.
All communications-related activities shall be carried out in liaison with the central IOC communications team.
